About PRE

The licensed read behind a property decision in Puerto Rico.

We are licensed Puerto Rico engineers, not brokers. We give buyers, owners, and investors the independent engineering judgment a property decision turns on, signed by an accountable PE.

No-obligation project review. We reply within one business day, in writing.

Led by a PR-licensed PE, CIAPR member E. Santiago Martínez, PE #12474 Remote-friendly for mainland buyers Somos de Aquí

The firm in one paragraph

Engineering judgment, not a sales pitch.

Puerto Rico Engineering is an engineering firm working in structural, civil, chemical, and MEP engineering, permitting, historic preservation, and property assessment, island-wide.

We exist to give you one thing a broker, a seller, or a generalist inspector cannot: the independent engineering read behind a property decision. We tell you whether a structure is sound, whether a site works, and in what order the Puerto Rico and federal reviews have to happen, so a project gets permitted, insured, and built. What we refuse is just as clear. We are not a real estate broker, we do not give repair-cost estimates, and we do not give legal, title, or tax advice. We give an engineering judgment: go, conditions, or no-go. The cost of the fix belongs to a contractor; your title, CRIM, and tax position belong to your attorney or notary.

The accountable engineer

One name on every finding.

A property decision is a judgment call, and someone has to be accountable for it. Ours has a name, a license, and over four decades on the island.

Every finding carries his seal.

Structural, civil, and chemical engineer with 45+ years on high-stakes projects in Puerto Rico. He is the accountable engineer behind every report, and he leads a team of licensed Puerto Rico engineers and architects who each stamp their own discipline, so the right seal sits on every sheet.

Why a licensed PE

One accountable signature, not a committee.

A generalist inspector hands you a checklist. A committee hands you a hedge. A licensed Puerto Rico engineer hands you a judgment he will put his seal to, and that seal is what makes the document hold up where it counts: with a lender, an insurer, a permit reviewer, or a court. That is the difference between an opinion and accountable engineering. When you hire PRE, you are hiring the engineer who signs it.

Founder & CEO

Built to make the rules a known quantity.

Alfredo Medina

Founder and Chief Executive Officer

That is not a talent problem. It is a discipline problem.

Before founding PRE, Alfredo Medina spent 15+ years in operational risk, controls, and governance, with multi-region oversight of operations across the US, Canada, Europe, and Asia-Pacific: translating contractual, vendor, and workforce obligations into clear standards and evidence that hold up under scrutiny.

Coming home

We found world-class talent everywhere. People who care deeply and know their craft. But we also found a pattern quietly breaking projects: vague scopes, weeks of silence, and progress that relied on who you know.

The diagnosis

That's not a talent problem. It's a discipline problem. And it was costing clients time, money, and trust on every project we looked at.

Why we built this

We love this place too much to accept "that's just how it is." Puerto Rico Engineering exists to be the accountability layer.

The structure and follow-through that makes real estate execution predictable again.

Credentials & memberships

PE-licensed, CIAPR-member, and from here.

Our engineering is led by Edgardo L. Santiago Martínez, a Professional Engineer licensed in Puerto Rico (PR License #12474, issued by the Junta Examinadora de Ingenieros y Agrimensores), a member of the Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR), the body that registers and regulates the engineers who can sign and seal work on the island. Puerto Rico Engineering, LLC is based in Dorado, Puerto Rico, serving projects island-wide in English and Spanish. All engineering is performed under the responsible charge of our Puerto Rico-licensed Professional Engineer.

Somos de Aquí

From here, for the project in front of you.

We are based in Dorado and we work across Puerto Rico, island-wide. Somos de aquí: the agencies, the code, and the way a review can reset a timeline are not surprises to us. That local knowledge is what lets us sequence a project so a Puerto Rico-specific requirement does not stall it late, and it is why most of our mainland and diaspora clients hire us before they hire anyone else.

One contact. Total clarity. Zero ghosting.

What we do

The full engineering portfolio.

Nine licensed services, one accountable read. Where to start depends on the decision in front of you.

Act 60 engineering & permitting

The decree governs your taxes, not your permit. We sequence the OGPe, heritage, and archaeology track so your move actually gets built.

Ley 60 · permits · permisos

Property damage & hurricane inspection

A licensed verdict on whether a storm- or crack-damaged structure is sound: go, conditions, or no-go, never a repair-cost guess.

hurricane · daños · grietas

Permitting & code compliance

Permits fail on sequence, not paperwork. We map and sequence the OGPe and Reglamento Conjunto track before you ever submit.

OGPe · permits · permisos

Historic preservation

Adaptive reuse hides three regulatory layers and a federal consultation. We map the ICP and Section 106 track before you mobilize.

adaptive reuse · edificio histórico

Civil engineering

Drainage, grading, and retaining structures engineered for Puerto Rico's water and soil, signed and sealed for your permit under Ley 173-1988.

ingeniero civil · muro de contención

Structural engineering

Seismic and hurricane assessment and design to the 2018 PR Building Code and ASCE 7. The read, signed by the accountable PE.

seismic · retrofit · estructural

MEP engineering

Mechanical, electrical, and plumbing coordinated under one licensed lead before construction, so the systems that run the building work together.

HVAC · eléctrico · plomería

Drone documentation

Engineering evidence, not aerial photography. Survey-grade mapping and roof, facade, and damage capture tied to a licensed deliverable.

drone mapping · topografía con drones

FAQ

What clients ask about us.

Still deciding? Ask us directly, no obligation, and you hear back within one business day.

Let's talk!

Are you a real estate broker?

No. We are licensed engineers. We do not list, sell, or represent property. We give you the independent engineering read behind a property decision, with no stake in whether you buy.

Who signs the work?

Edgardo L. Santiago Martínez, PE (PR license #12474), the accountable engineer behind every finding. One licensed read, signed, not a committee opinion.

What does PRE refuse to do?

We do not give repair-cost estimates or legal, title, or tax advice. We give an engineering judgment: go, conditions, or no-go. Cost belongs to a contractor; title and tax belong to your attorney or notary.

Do you work with mainland and diaspora clients?

Yes. Most of our clients are buying, building, or relocating from the mainland. We run the on-the-ground work here and report to you wherever you are, in English or Spanish.

What does Somos de Aqui mean for my project?

It means the rules are not a surprise to us. We are from here, we know the agencies and the code, and we sequence the work so a Puerto Rico-specific requirement does not stall your project late.
