That oceanfront house with the fresh paint and the killer view might be the smartest purchase you ever make. It might also be a six-figure mistake waiting for your signature. From a thousand miles away in Orlando, Tampa, the Bronx, or Houston, you cannot tell the difference, and neither can a listing photo.
I have walked hundreds of properties across this island, from coastal condos in Dorado to mountain homes in the central cordillera. I have crawled under foundations that should never have been poured, and signed off on solid homes that came through Hurricane Maria without losing a single panel of roof. After enough of those assessments, you stop trusting your eyes and start trusting the evidence. This guide walks you through the six due-diligence questions I answer before I would let a client close on any property in Puerto Rico.

Why this market is different
Puerto Rico is not a typical U.S. real estate market, and a typical inspection mindset will get you hurt. The island sits in an active seismic zone and in the direct path of major hurricanes. By a 2018 Puerto Rico Builders Association study, between 585,000 and 715,000 buildings, 45 to 55 percent of the island's homes and commercial properties, were built without permits or outside the land-use codes (American Bar Association): no engineered plans, no inspections, no code. And flood risk can quietly make a property uninsurable, something you may not learn until your lender's quote lands like a brick.
The buyers driving today's headline prices are mostly cash and luxury buyers, and many of them waive inspections to win the deal. That is not confidence. That is risk they cannot see. None of this should scare you away: people build wonderful lives here every day, and plenty of older or informal homes can be brought into compliance and made sound, including the older masonry and timber houses where historic preservation and structural repair go hand in hand. The point is simple. Buy with your eyes open, with someone beside you who reads buildings for a living.
A broker represents a transaction. A general home inspector, in many cases, checks for the obvious. A licensed Professional Engineer (PE) who belongs to the Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR) (opens in a new tab) evaluates whether a structure can actually withstand the forces this island throws at it, and whether it stands on solid legal and regulatory ground. Those are different jobs, and on this island the gap between them is wide. The first four pillars below are pure engineering, where most of the hidden money lives. The last two are where I point you to the right professional and stay in my lane.
Pillar 1 · Engineering
The paint cannot answer this; the structure can. The 2018 Puerto Rico Building Code adopts the International Building Code (IBC 2018) and the ASCE 7-16 load standard, and because Puerto Rico is a special wind region, it sets the design wind speed property by property, read off the microzone map for that municipality. That is the load a properly designed home is built to resist while the ground underneath it can move.
Hurricane Maria was the most honest building inspector this island has ever seen. Homes built to code, with engineered reinforced concrete and properly tied roofs, overwhelmingly survived. Informally built structures, assembled without engineering and without permits, failed at a far higher rate. Same island, same storm, very different outcomes. The difference was not luck. It was engineering.

Why it matters to your wallet
A home can look beautifully finished and still have a structural system that will not perform in the next major event. The finishes are not the building. The structure is the building. Structural repairs are the kind that turn a "great deal" into a money pit, and in a seismic and hurricane zone they are also a safety risk. A structural assessment tells you what the paint is hiding, before you close, while the information can still protect you.

Pillar 2 · Engineering
If you read only one section of this guide, read this one. Permit status is the single strongest line between a property that is a real asset and a liability dressed up as a bargain. A large share of Puerto Rico's housing stock was built or expanded informally: constructed or added to without permits, without engineered plans, and without the inspections that confirm the work was done correctly. The beautiful, affordable home you are looking at has a meaningful chance of being part of it, and the seller may not even know.
Under Puerto Rico's permitting framework, administered through the Oficina de Gerencia de Permisos (OGPe) (opens in a new tab), a building cannot be legally occupied without a Permiso de Uso, an occupancy permit. That document is the legal confirmation that the structure was permitted and is authorized for use. No Permiso de Uso means the building, or the part of it that was added or changed, is not legally recognized for occupancy.
That second floor added without a permit, the enclosed carport that became a bedroom, the back apartment that was never legalized: any of it may have to be redesigned, legalized after the fact, or in some cases removed. What looked like extra square footage at a discount was a liability you paid for. I check whether the property has a Permiso de Uso, whether the structure standing today matches what was actually permitted, and whether additions were ever brought into the permitting system. The house in front of you and the house on the permit record are not always the same house.

Pillar 3 · Engineering
Some of the most appealing properties on the island sit close to the coast, a river, or low-lying ground. That beauty can carry real water risk, one of the most common blind spots I see with diaspora buyers who fall in love with a location from a distance. FEMA (opens in a new tab) maps designate certain areas as Special Flood Hazard Areas (SFHA): zones with a meaningful annual probability of flooding. If a property sits inside one, flood insurance is typically required for a federally backed mortgage, and the premium can be substantial.
The determining factor is often elevation. Two homes on the same street can carry very different flood risk and very different annual insurance bills, because what drives the cost is the relationship between the structure's lowest floor and the base flood elevation (BFE). This is exactly the kind of question that benefits from an engineer reading the maps against the actual structure, not a glance at a listing. The flood-zone surprise usually arrives at the worst possible moment: during financing, when the lender's flood determination comes back, or after the first heavy storm season.

Pillars 4 to 6 · Your attorney or notary's lane
Unpaid property-tax debt owed to the Centro de Recaudación de Ingresos Municipales (CRIM) (opens in a new tab) can attach to the property and follow it to the new owner. You can buy a clean-looking house and inherit someone else's tax bill. This is real, it recurs, and it can run into serious money, but it is not an engineering question, and I will not pretend otherwise. Coordinate the Certificación de Cancelación de Deuda (a debt cancellation certification) with your attorney or notary as part of closing. Do not take the seller's word that the property is "paid up." I flag it. Your legal team clears it.
A property can show no obvious problems and still have a clouded title: liens, unresolved inheritances, boundary discrepancies, or prior transfers that were never properly recorded. The Registro de la Propiedad (opens in a new tab) (the property registry) is where the legal ownership story lives, and it does not always match what the seller tells you. Coordinate the estudio de título (a title study) with your attorney or notary before you close. I tell you the structure is sound. Your attorney confirms the paper is clean. Individuals relocating under Puerto Rico's Act 60 incentive framework have generally been subject to a requirement, within a defined window, to purchase a primary residence on the island. The specific rules, timelines, thresholds, and tax consequences change over time and are firmly the domain of your CPA and attorney, not your engineer. Treat anything here as general and possibly dated. The difference is engineering and permitting, and you cannot see it from the listing. The asking price tells you what the seller wants. Only an assessment tells you which column you are actually in.

Fresh paint, new tile, and a modern kitchen tell you nothing about the rebar, the roof-to-wall connections, the foundation, or whether that beautiful addition was ever permitted.
